 Declaration of the Emergency Measures Act (EMA)

The Sun is the indicator of the head of the government: PM Trudeau.

In this chart the Sun has just separated from a conjunction with Saturn (9 degrees). Although it doesn’t affect this chart I have included it here because it gives some insight into events prior to Trudeau’s declaration of the EMA

 

“Hostile aspects between the Sun and the Greater Malefic are very difficult indications in a mundane chart. They predict a loss of power and popularity on the part of the government or its head, obstacles and delays confronting the affairs of the nation, conflict between the head of government and the national legislature or between the two houses of the legislature.  The economy stagnates or suffers a downturn, and social life and the activities of the privileged classes are overshadowed by depression or subject to misfortunes. The Sun is weak in his detriment in Aquarius but given accidental dignity by place in the angular 7th house; He has no aspects with any other planet in the chart. The 7th house governs  foreign political affairs not trade.

This placement seems to indicate that Trudeau is more concerned with the international effects of the situation than he is with what is happening within Canada. The complete lack of aspects suggests that he is unconnected to or unaware of what’s really going on.

“A debilitated Sun in or ruling the 7th house predicts troubles and complications in interactions with other countries. Foreign relations are unsettled and the government risks making serious mistakes in its international dealings. The nation and its government will face a great deal of criticism and hostility from abroad." (Mundane Astrology Lesson 4: The Sun in the Houses May 17, 2021)

 

The Moon is the indicator of the politically elites, those with wealth and influence, who normally control the political narrative. The moon has strong essential dignity in her rulership in Cancer but she is weakened by place in the cadent 12 house; and afflicted with a weak, separating opposition to Mercury; a weak applying square with Uranus; and a close applying square the MC (not sure what this indicates)

There is no relationship between the Moon and the planet that rules the 1st house (The Sun in this chart) and no aspect between the Sun and the Moon. It seems to indicate an essential disconnect between Trudeau and the political classes; the political classes and the ordinary people; and the people and Trudeau. (Leo on the cusp of the 1st house seems to indicate that the people are still under Trudeau’s rule see 1st house below). 

 

“12th house:  This house represents the institutions of national life—its hospitals and prisons, but also its nongovernmental organizations, its nonprofit sector, and its voluntary organizations.  It also rules the nation’s intelligence agencies, its criminal underworld, and all secret things. “ (JMG Mundane Astrology Lesson 2; The Astrological Chart, March 23, 2021 emphasis added)

The institutions most concerned here are the police but it seems likely that the Canadian Security Intelligence Service (CSIS) may play a role. Or that some kind of false-flag event may be used against the truckers.

 

“A debilitated Moon in or ruling the 12th house brings trouble for the nation’s institutions and causes charitable projects to struggle. The crime rate increases.  Institutions face hostile criticism or a simple lack of interest from the public, and scandals are likely in the institutional sector. The nation is at risk due to the activities of secret enemies.” (JMG Mundane Astrology Lesson 6: The Moon in the Houses, July 27, 2021)


This seems to reinforce the idea that international forces are having an undue influence on the response of the political classes. It may also mean that the actions of CSIS, the RCMP, and the Police are going to respond to the influences of the political classes rather than Trudeau’s dictates.

 

“Moon in hostile aspect with Mercury: Controversies and disputes can be expected, especially but not only over scientific, educational, and intellectual concerns. Claims made concerning new scientific and technological discoveries will turn out to be inaccurate or fraudulent. Disagreements between nations break out, and diplomatic relations will be troubled. Slander, libel, forgery, and fraud will be more common than usual, and if other indications support this, may cause serious trouble in the political, economic, or cultural spheres. “Moon conjunct or in hostile aspect with Uranus. Disorder, confusion, and delay beset the political class, the government, and society as a whole. The government’s policies are unpopular and the government itself is the focus of public anger and hostility.  New laws enacted and policies put into place during this aspect will fail to achieve their ends and rouse opposition. If other indications support this, the government may fall, or be forced to retract its policy positions.” (JMG Mundane Astrology Lesson 7: The Moon in Aspect Sept 20, 2021 emphasis added)

 

Mercury is peregrine in Capricorn in the cadent 6th house further weakened by separating opposition to the Moon.

“In traditional mundane astrology, Mercury represents the mental dimension of a nation, from its highest to its lowest expressions. It stands for the nation’s intellectuals, its talking heads, media figures, and vendors of ready-made opinions, and for the chattering classes who set the overall tone of the collective conversation of the time. It stands for laws and regulations, treaties, and all agreements within and between nations. It also represents every form of communication and transportation, as well as the news media and, in modern times, the internet. . . . When it is weakly placed or afflicted by bad aspects, ideas will play a smaller role, and communication and transportation technologies may suffer breakdowns.” (JMG Mundane Astrology Lesson 8: Mercury in the Houses Nov 15, 2021).
This may also be an indication of the complete moral bankruptcy of those 'talking heads, media figures, and vendors of ready made opinions'.

 

6th house:  This house governs the state of public health, epidemics and disease, the labor force, the armed forces and the national civil service. 

 

"A debilitated Mercury in or ruling the 6th house announces hard times for the laboring classes. Unemployment rises, and laws and regulations governing workplaces either are not enforced or become burdensome rather than helpful. The concerns of the working classes are excluded from the collective conversation of the time. Public health worsens; (JMG Mundane Astrology Lesson 9: Mercury in Aspect  Jan 8, 2022 emphasis added)

 

Venus, the lesser benefic, is peregrine in Capricorn in the 5th house afflicted with close applying conjunction Mars.

Venus represents the nation’s women and the women’s vote. According to H.S.Green, Venus “ . . . promotes good feelings between the various classes of the population, and tends to preserve the peace.” (Mundane or National Astrology p.38) However both essential and accidental debilities weaken Venus’s influence.

 

Venice conjunct Mars appears to be a bad indication for both ordinary people and the government. H.S.Green mentions “ . . . divorce, bigamy, loose morals . . .” but also  negative effects on “ . . . the Exchequer, taxation . . . extravagance, high rate of expenditure.” (Mundane or National Astrology p.41)

 

Mars is well dignified in his exaltation in Capricorn (what does it mean when a malefic has a positive effect?) in the 5th house and benefits from a close applying conjunction with Venus. 

 

Mars represents the nation’s men and the men’s vote and the military. According to H.S.Green, “It is the planet of war, of soldiers, sailors, agitators, rebels, violent criminals, and  of all who dispute and contend;  . . .” (Mundane or National Astrology p.43)

 

"5th house:  This house is the house of speculative finance, gambling, tourism, the entertainment industry, professional sports, celebrities, and the rich and famous generally. It also governs the upper house of the national legislature, in nations that have a bicameral system.” (JMG Mundane Astrology Lesson 2: The Astrological Chart, March 23, 2021) 

 

The placement of both Venus and Mars in this house may indicate the big ‘gamble’ that is being taken by the ordinary men and women of Canada in standing up against totalitarianism.

 

Jupiter, the greater benefic, is peregrine in Pisces in the 8th house and it’s only aspect is a close applying sextile with Uranus.

 

According to H.S.Green a positive aspect between Jupiter and Uranus “ . . . is fortunate for the Government and Parliament; it favours the introduction of important legislative changes, especially such as deal with matters ruled by Jupiter . . .” (Mundane or National Astrology p.54). Green identifies Jupiter as representing organized religion but according to JMG in the modern world Jupiter represents the nation’s corporations and corporate culture. The sextile with Uranus speaks to the mutual support between the government and the corporations.

This placement also supports the indication that it is the international effects that matter to the government. The 8th house governs foreign trade and investment, treaties and exchange between nations.

 

Saturn is peregrine in Aquarius but strengthened by placement in the angular 7th house. Its only aspect is an opposition to the ascendant 1 degree applying. Leo, ruled by the Sun is on the ascendant. Saturn is the planet of tradition and stability. It represents the rural  population, and the hinterlands. This may represent the ordinary people of Canada who came out in droves to support the truckers as the convoy travelled through the prairie provinces. Many of the signs carried by the trucks and by the people who came out in the bitter cold to greet the truckers specifically expressed anger with or hostility to Trudeau which would support this interpretation.

 

Uranus in his fall in Taurus. His destructive negative influence strengthened by placement in the angular 10th house. His only aspects a weak applying square with the Moon and close applying sextile with Jupiter (discussed above)

 

According to JMG “Uranus the planet of the individual, represents those small groups of people who have a disproportionate role in shaping national life.  It represents the national legislature, the inner circles of influential politicians, innovators, creative minorities, dissident subcultures, and conspiracies. Individual liberty/eccentricity.” (Mundane Astrology Lesson 2; The Astrological Chart, March 23 2021)
The 10th house is the house of the executive branch or the Liberal caucus in this case. The extent to which Trudeau and his predecessor have taken control of their respective caucuses is extraordinary.  However the 'destructive negative influence' of Uranus may mean that the 'inner circle of influential politicians' as well as the 'dissident subculture' will have a role to play in this crisis.
 

 Neptune, strong in his rulership in Pisces, is in the 8th house (international trade) with no aspects to any other planet.

“Neptune represents the great majority of people who are shut out from the influential classes and given only a nominal role in the political process. He shows the interests and opinions of the people as a whole, and also those political movements such as populism that emerge from the populace and express its goals. Universal equality/mass delusion” (JMG Mundane Astrology Lesson 2; The Astrological Chart, March 23 2021 emphasis added). 
This populist movement has definitely has an impact on international trade. But once again the lack of aspects seems to reinforce the impression that the people, the political elites, and the government are completely disconnected from each other. 

 

The Economic Sphere

 

1st house: This house represents the ordinary people of the nation, those who normally have no voice in the political sphere. It is the house of the masses. It has Leo on the cusp and is therefore ruled by the Sun. The Sun’s mixed dignity (angular but in his detriment) speaks to an essentially weak head of state attempting to enforce his will upon the people. 

 

"A debilitated Sun in or ruling the 1st house is still favourable, because the Sun is always strong in this position. However the success or prosperity will be lessened and over the longer term the results will be problematic. Conflict between social classes is likely and public health will be worsened. 2nd house: The house of the national economy, specifically, the productive economy.  Virgo on the cusp; ruled by Mercury. Mercury represents both communications and transportation. It is in a very poor state in this chart perhaps indicating of the breakdown of the ‘agreements within the nation’ (see Mercury above) and the impact the trucker’s strike is having on the the countries productive economy. 

 

3rd house:  This house deals with the internal transportation, communications, and media of the nation. It can also indicate the nation’s relationships with the nations with which it shares land borders. Libra on the cusp; ruled by Venus. Venus is also weak and afflicted in this chart. So ditto the impacts of Mercury ruling the 2nd house and in spades!!

 

4th house:  This house relates to agriculture, mining, and other resource industries, real estate and its value, as well as the rural hinterlands of the nation.  This is also the house that governs the political party or parties out of power at the time the chart is cast. Libra on the cusp; ruled by Venus.

The 4th house also suffers from the weakness of Venus. This is in part an another indiction that the declaration of the EMA will have a detrimental effect on the productive sectors of the economy and the people that work in them but it also indicates that the Conservatives and the NDP (the parties out of power) will to fail to make gains from this government fumble. 

 

 5th house:  This house is the house of speculative finance, gambling, tourism, the entertainment industry, professional sports, celebrities, etc. It also governs the upper house of the national legislature: Canada's Senate. Sagittarius is on the cusp; ruled by Jupiter.

Jupiter, as we have seen, is also weak, with the only benefit of a weak positive aspect (sextile) with Uranus. It doesn’t seem like the alliance between the corporate world and the government is enough to suggest any positive benefits for those Canadians fortune enough to participate in the world of glamour and finance. It is also doubtful that the senate, Canada’s notoriously weak upper house, will be able to do anything to stop the EMA if it is passed by parliament.

 

6th house:  This house governs the state of public health, the labor force, the nation’s armed forces and the civil service. 

Capricorn on the cusp; ruled by Saturn.

Saturn is also of mixed dignity: peregrine in the angular 7th house, its only aspect a closely applying opposition to the ascendant. Leo, ruled by the Sun is on the ascendant. Considering that the nation’s labour force, as well as the armed forces and the civil service are governed by this house Saturn’s opposition to Leo (the Sun) may mean that the clash brewing between the truckers and the military will have unexpected results.

 

The Political Sphere

7th house:  This is the house of foreign affairs, political treaties and events that play out on the international stage.  Aquarius on the cusp; ruled by Uranus.

Uranus ruling this house has a destructive negative influence (in his fall Taurus) is strengthened by his angular placement. Representative of “small groups of people who have a disproportionate role in shaping national life” this may be another indicator that there are extra-national malefic influences or international concerns affecting the 'national legislature [and] the inner circles of influential politicians'. However Uranus also governs ‘dissident subcultures’ and individual liberties. Interesting times!

 

8th house:  This house governs foreign trade and investment, trade and economic treaties, and every other form of economic exchange between nations. Pisces on the cusp; ruled by Neptune.

Neptune is in the 8th house and is strong in his rulership. He is also completely without aspects to any other planet in the chart.

It is perhaps not surprising that the planet that governs “the great majority of people who are shut out from the influential classes and given only a nominal role in the political process” would rule the house of foreign trade and investment in a populist revolt that has shut down several border crossings. However Neptune’s isolation further supports the indication of a complete disconnect between the Freedom Trucker’s movement and the government and the political classes.

 

9th house:  According to JMG "This house governs the national judiciary, established religion universities and higher education. It also governs maritime affairs, air travel, and space travel. Finally, it is the house that rules astrology.  9th house affairs always relate to abstract ideals such as justice, theology and so on.  This is where a nation reaches into the distance." (Mundane Astrology Lesson 2; The Astrological Chart, March 23, 2021)
Aries on the cusp; ruled by Mars. Mars is one of the strongest planets in this chart: exalted in Capricorn and in close conjunction with Venus. The Freedom Trucker’s convoy and declaration of the EMA is a battle of ideals: Individual freedom or fascist control. 

 

10th house:  This is the house of the executive branch . It represents the power and authority of the Liberal caucus. Taurus on the cusp; ruled by Venus. This is the last of 3 houses ruled by a weak and debilitated Venus. There certainly no 'good feeling between the various classes of the population'. There has been no indication of 'good will’ on the part of the government and no effort made by the executive branch to ‘preserve the peace’.

 

11th house:  represents the lower house of the national legislature. Gemini on the cusp: ruled by Mercury.

Mercury’s is in very poor condition in this chart. The planet that represents communication and media ruling the house that governs the national legislature shows the inherent weakness of this body especially in their willingness to go along with Trudeau’s divisive and inflammatory rhetoric. Dissent within parliament, when it has happened at all, has been half-hearted and ineffectual. The declaration of the EMA act and the massive international criticism this has generated (See Debilitated Sun in the 7th house above) is mainly a result of bungled governance and bungled and malign public communications about the situation.

 

12th house:  This house represents the institutions of national life. As mentioned above the Police and RCMP are the institution most likely to be involved in these events. The 12th house also rules the nation’s intelligence agencies, its criminal underworld, and all secret things. Cancer on the cusp; ruled by the Moon.

The moon in this chart has mixed dignity. Her essential dignity in her rulership in Cancer is diminished by hostile aspects and cadent placement. The weak separating opposition to Mercury indicates that fraud and dirty dealings are likely to be part of the CSIS and RCMP response. 

The weak but applying square with Uranus indicate that individuals or small groups may a disproportionate role in determining whether and how provocateurs are deployed.
